The publication is the report of a foresight study aimed at supporting the development of the Strategic Plan of Horizon Europe (2025-2027) with early-stage strategic intelligence and sense-making contributions that could contribute novel elements to the processes of strategic planning.

WP 2023/05 - The study provides evidence on system methods that can be used in the policy cycle to better address and understand complexity in transformative innovation. It provides concrete recommendations on how to use system-based methods in the R&I policy.

The study scanned the HE Work Programme 2021-2022 for assumptions and expectations about the future and conducted a Delphi survey of experts on the likely time of realization of those expectations and assumptions.
