Policy background
Research and innovation cooperation is governed by the EU-Egypt Science and Technology Cooperation Agreement, signed in 2005, as well as the European Neighbourhood Policy Action Plan.
Areas with the highest potential for cooperation
- climate action (particularly water management)
- food and agriculture
- energy (particularly renewable energy and energy-water nexus)
- health
The European Neighbourhood and Partnership Instrument (ENPI) also includes research and innovation cooperation.
Egypt has bilateral science and technology agreements with several EU countries covering collaborative research, joint funding, mobility schemes and networking.
European and Egyptian scientists have increasingly worked together on bilateral projects or multilateral research programmes in recent years.

Horizon Europe
Horizon Europe is the EU’s key funding programme for research and innovation with a budget of €95.5 billion available over 7 years (2021 to 2027).

- The Partnership for Research and Innovation in the Mediterranean Area (PRIMA) supports sustainable water and food systems in the Mediterranean. Egypt became a Participating State in 2017
