Policy background
Türkiye participates in in EU research and innovation programmes since 2003. Türkiye has launched already in 2004 the Turkish Research Area (TARAL) – modelled onto the European Research Area (ERA). In this field, Türkiye made good progress notably in the ERA Priorities related to e-infrastructures, open data and gender mainstreaming in research. In 2019, Türkiye launched a series of measures that led to the establishment of an Action Plan to boost the national research and innovation capacity as well as cooperation with and alignment to the European Research Area.
This Action Plan led to a tangible and very positive impact on Türkiye’s participation in Horizon 2020. Türkiye has made steady progress in Horizon 2020 being particularly successful in the European Research Council, in Marie Skłodowska-Curie Actions, and in the area of Energy research.
Türkiye became fully associated member to Horizon Europe in January 2021.

Examples of international cooperation projects
- ASSISTANCE (2019-2022): When disaster strikes, emergency services are first on the scene. Dealing with crises often requires separate teams – firefighters, law enforcement and paramedics – to cooperate quickly and efficiently in order to save lives. By harnessing the power of sensory data, the EU-funded ASSISTANCE project has developed ways to increase situational awareness at disaster scenes enabling emergency services to work more effectively, helping to keep Europeans safe
- MAtchUP - (2017-2022) aims at transforming cities through innovative solutions and technologies at the service of local communities. MAtchUP’s objective is to create and adopt solutions that can turn urban problems into smart opportunities to improve the citizens’ quality of life and boost the local economies. The MAtchUP consortium is made of 28 organizations from 8 different countries. Three lighthouse cities and four follower cities are supported by the expertise of universities and research institutions, SMEs, industrial and non-profit partners.
- NIMBLE (2016-2019) - has the ultimate goal to develop a federated, multi-sided and cloud services-based business ecosystem that supports B2B collaboration for industry, manufacturers, business and logistics, ICT-based innovation of products and evolution of traditional business models and federated, competitive yet interoperable instances of the platform.
- TRUSTVEHICLE (2017 - 2020) - has been looking into what the public expects from automated vehicles. Researchers have gathered hundreds of survey responses – from several EU countries and Türkiye – to find out more about what would make them feel safe when they do not have control, or during the transition phase when the vehicle passes control back to the driver.
