Policy background

Georgia is a partner country in the European Neighbourhood Policy (ENP) and also included in the Eastern Partnership (EaP). In March 2022, Georgia applied for EU Membership and has been granted a European Perspective for EU Accession in June 2022.

Georgia has been associated to Horizon Europe since January 2021 and to Horizon 2020 since 2016. The association of Georgia to the Research and Innovation Framework Programme is an important milestone in the field of research and innovation cooperation with the EU.

In 2018, the Policy Support Facility (PSF) provided specific support to Georgia in three focus areas: identification of promising research fields, developing a proposal for the performance-based funding of research entities, and suggesting measures for narrowing the gap between research and industry/business. Georgia is committed to reform its research and innovation system and the Georgian research and innovation system has undergone considerable restructuring in recent years.

Examples of international cooperation projects

  • GAIN (2022-2025) aims to strengthen the research, innovation and networking capacities of Muskhelishvili Institute of Computational Mathematics, allowing the organisation to join the community of leading European research teams in the area of Artificial Intelligence (AI). The project foresees several strategic steps to achieve its objectives, including the implementation of joint small-scale research projects to increase Georgian scientists’ participation and the establishment of artificial intelligence laboratory to serve young scientists.
  • ARACNE (2023-2026) will revive the ancient Silk Road and protect the cultural heritage linked to the classic European silk art legacy. It will promote numerous activities and studies, preserving and restoring traditions and sharing skills while also boosting new ideas and technologies along silk-orientated European cities.
  • Eco2Wine (2023-2027) is committed to strengthening global innovation and communication in winemaking. The objectives are to produce natural, ecologically clean wines, improve vineyard management methods and offer consumers a wider variety of wine. The project will also use creative approaches to public engagement, such as digital storytelling, virtual displays and science-art connections.
