Armenia has been included in the European Neighbourhood Policy (ENP) since 2004 and is a partner country and in the Eastern Partnership (EaP) since 2009. Negotiations for Armenia’s participation in the EU’s research and innovation programme Horizon 2020 were concluded in 2015. In May 2016, Armenia became an Associated Country to the Horizon 2020 programme, which has given Armenian researchers and innovators full access to the programme’s funding. Research and development cooperation with the EU has significant importance for Armenia and Horizon 2020 is one of the major programmes helping to boost its research sector.
Armenia became a fully associated member to Horizon Europe on 11 February 2022 after the Association Agreement has been signed on 12 November 2021. This marks a very positive continuation in the Research and Innovation cooperation between the European Union and Armenia.
Armenia has been working on the recommendations of the 2015 Policy Mix Peer Review of research and innovation, conducted through the 7th Framework Programme (FP7) to advance on the modernisation and competitiveness of its research system. Moreover, Armenia requested a specific support from the Horizon 2020 Policy Support Facility (PSF), which started in April 2019 and was completed in March 2020. The PSF Specific Support to Armenia aimed to provide external advice and operational recommendations to the country's authorities on reforms for the development of a model for evaluating the performance of the public research institutions, the implementation of performance-based funding of research and bridging education and research.
Horizon Europe is the EU’s key funding programme for research and innovation with a budget of €95.5 billion available over 7 years (2021 to 2027).

Examples of international cooperation projects
- COBRAIN (2019-2022) has the direct objective of is to enhance the research and innovation capacity of the Yerevan State Medical University after Mkhitar Heratsi through strengthening the field of brain research. A special emphasis is put on neuroprotective cell-based and drug therapies of brain disorders. The long-term objective of the university is to establish a Brain Research Excellence Centre for studying the prevention of chronic brain disorders and maintaining a healthy ageing of the brain.
- MaNaCa (2019-2022) focuses on the structural and magnetic characterization of magnetic nanohybrids and their application for cancer therapy. At the same time, it aims to develop the scientific and technological capacity as well as to raise the research profile of the Institute for Physical Research of the National Academy of Sciences (IPR-NAS) in Armenia.
