How to assess directionality in EU Member States R&I policy

The Directorate-General for Research and Innovation published the results of a new study on a framework to assess directionality in the EU Member States R&I policy.

Research & Innovation is a key driving force of EU’s objectives of the green and digital transitions.

As Horizon Europe has taken a more transformative and directional approach to R&I, notably with the EU Missions, EU Member States have had to adapt their own R&I policies to face the current challenges and the evolutions at the EU level. 

This publication presents a methodology that allows to analyse and understand the structure and levers of directionality in national and regional R&I policies. This approach combines macro perspectives, such as analysing big datasets on spending trends, with micro perspectives conducting detailed examinations of specific programmes to see how directly they target these goals. This methodology could be used by policymakers to assess whether R&I policy and funding management is suited to achieve EU's main challenges and ambitions.
