Partnerships in Horizon Europe

The aim of European Partnerships with EU and associated countries, the private sector, foundations and other stakeholders is to deliver on global challenges and modernise industry.

The initial list of candidate European Partnerships in Horizon Europe is found in Annex 7 of the Orientations towards the first Strategic Plan for Horizon Europe.

The following are the partnerships in the area of climate, energy and mobility.

Details of partnerships

European Partnership for transforming Europe's rail system

The partnership aims to accelerate the development and deployment of innovative technologies (especially digital and automation) and deliver on European Green Deal objectives. It will develop solutions with broad support across the EU – up to 75% market uptake by 2030, improving the competitiveness of rail and support European technological leadership in rail.

European Partnership for Clean Aviation

The Clean Aviation partnership will develop disruptive new aircraft technologies to support the European Green Deal and climate neutrality by 2050. These technologies will deliver net greenhouse gas (GHG) reductions of no less than 30%, compared to the 2020 state-of-the-art.

Technological and industrial readiness will allow the deployment of new aircraft with this performance no later than 2035, enabling 75% of the world’s civil aviation fleet to be replaced by 2050.

The aircraft developed will enable net CO2 reductions of up to 90% when combined with the effect of sustainable ‘drop-in’ fuels, or zero CO2 emissions in flight when using hydrogen as an energy source.

European Partnership on Clean Hydrogen

The partnership aims to accelerate development and deployment of European clean hydrogen technologies, contributing to a sustainable, decarbonised and fully integrated energy system.

The Clean Hydrogen Partnership brings together all relevant actors (European companies, higher education institutes and Research and Technology Organisations) across the whole clean hydrogen value chain. This ranges from production towards applications, including storage and distribution, in all sectors of the economy, and especially for hard to reduce ones like transport and heavy industry.

People-centric sustainable built environment (Built4People)

The vision of the partnerships is high quality, low carbon, energy and resource efficient built environments which drive the transition towards sustainability. The partnership brings together the whole value chain and it will develop sector-relevant innovation clusters across the EU.

The objectives are scientific (generate holistic innovation for sustainability), economic (revitalise the sector via sustainable operation) and societal (induce behavioural change towards sustainable living). The objectives will be reached through a user-centric approach.

European Partnership – Towards zero-emission road transport (2ZERO)

The partnership aims to accelerate the development of zero tailpipe emission transport in Europe with a systems approach, develop a common vision and deliver a multi-stakeholder roadmap for a climate neutral and clean road transport system.

It will improve mobility and the safety of people and goods, ensure future European leadership in innovation, production and services. Main achievements by 2030 will focus on the wide deployment of zero-emission, affordable user-centric solutions, CO2 emission reduction and air quality improvements. A major challenge will be the introduction of zero-emission and competitive long distance heavy-duty vehicles.

European Partnership on Connected, Cooperative and Automated Driving (CCAM)

The partnership aims to accelerate the implementation of innovative, connected, cooperative and automated mobility (CCAM) technologies and services.

By bringing together the actors of the complex cross-sectoral value chain, it will develop and implement a shared, coherent and long-term European research and innovation agenda.

By 2030, the partnership will have demonstrated inclusive, user-oriented and well-integrated mobility concepts, enabled by CCAM, with increased safety and a reduced carbon footprint. It will make Europe a world leader in the deployment of connected and automated mobility for people and goods.

European Partnership on zero-emission waterborne transport

The partnership will provide and demonstrate zero-emission solutions for all main ship types and services before 2030, which will enable zero-emission waterborne transport before 2050.

In addition, the partnership will

  • develop and demonstrate deployable technological solutions which will be applicable for the decarbonisation and elimination of other harmful emissions of main ship types and services
  • facilitate the implementation of economically viable European new technologies and concepts regarding zero-emission waterborne transport, to strengthen the competitiveness of European industries in growing green ship technology markets and provide the capability to re-enter markets presently dominated by Europe’s competitors
  • facilitate the development and implementation of regulations and policies at national and international level, including the development of standards to enable the implementation of technological solutions for zero-emission waterborne transport by 2030 at the latest
  • facilitate the uptake of innovative zero-emission waterborne transport technologies and solutions within the European waterborne sector, supporting economic growth and European employment
