Ongoing second benchmarking
The European Commission awarded the contract to implement the European innovation procurement observatory to PricewaterhouseCoopers EU Services EESV. This observatory is benchmarking, for the second time, the national national policy frameworks for innovation procurement and the national investments on innovation procurement that were made in 2022 across the 27 EU Member States, the UK, Switzerland and Norway.
Participate on 25 June 2024 in the final workshop, where the observatory will present the results of the benchmarking of the national policy frameworks and investments on innovation procurement across Europe. Agenda and registration for the workshop.
To kick-off the work of the second benchmarking, the observatory organised an online workshop with stakeholders from all countries involved on 23 March 2023: Materials of the workshop
The online survey that collects information about national policy frameworks for innovation procurement will be launched soon. Data collection about national investments on innovation procurement is also ongoing.

Results of the first benchmarking
Total innovation procurement investments for research and development and PPI procurement
Study SMART 0016/0040 benchmarked for the first time the national policy frameworks for innovation procurement and the national investments on public procurement of innovative solutions (PPI) that were made in the year 2018 across the 27 EU Member States, the UK, Switzerland and Norway.
This also includes an analysis of investments across different sectors of public interest (e.g. health, transport, security etc.) and strategic expenditure categories, in particular ICT, that fuel public sector modernisation. The Commission has added also the benchmarking for research and development procurement investments across Europe to get the full picture of 'all' innovation procurement investments (R&D+PPI procurement).
This Commission report contains the results of the EU wide benchmarking of total innovation procurement investments. This includes both the investments in research and development procurement and the investments in public procurement of innovative solutions (PPI procurement).
