What the Commision is doing

The Commission has launched a European Strategy for Artificial Intelligence (AI) in Science to reinforce Europe’s technological and scientific leadership, as well as its competitiveness, through harnessing the potential of AI technologies in science and support scientists to adopt them for their research. 

AI has a major impact on science and the scientific process – from literature reviews to laboratory automation, from life sciences to humanities. It drives scientific breakthroughs aimed at addressing major societal challenges, from health to climate. 

To make the most of these opportunities, and position Europe at the forefront of this global development, the AI in Science Strategy outlines a coordinated and strategic approach. It introduces RAISE - the Resource for AI Science in Europe, a virtual institute pooling talent and resources to drive excellence in AI research. 

Resource for AI Science in Europe (RAISE)

The AI in Science Strategy presents an ambitious approach to advance AI in science through RAISE - the Resource for AI Science in Europe

RAISE will be a virtual institute that will bring together essential resources for developing AI and applying it to drive transformative scientific breakthroughs: from improving cancer treatments to solving environmental issues, improving earthquake’s impact predictions, and more. AI resources will include computational power, data, talent and research funding across the EU Member States and the private sector, to drive both the development of frontier AI and AI-enabled scientific progress.

The RAISE pilot will be funded with €107 million under Horizon Europe.

The pilot of RAISE was launched at the AI in Science Summit on 3-4 November 2025 in Copenhagen, organised together with the Danish Presidency of the Council of the EU.

Key actions for AI in science

  • Excellence and talent: measures to attract global scientific talent and highly-skilled professionals to “Choose Europe”. This includes €58 million under the RAISE pilot for Networks of Excellence and Doctoral Networks to train, retain and attract the best AI and scientific talent.
  • Compute: €600 million from Horizon Europe to enhance and expand access to computational power for science. This investment will secure dedicated access to AI Gigafactories for EU researchers and startups.
  • Research funding: aims for doubling Horizon Europe’s annual investments in AI to over €3 billion, including doubling funding for AI in science.
  • Data: support for scientists to identify strategic data gaps and gather, curate and integrate the datasets needed for AI in science.

The Strategy will be implemented in close cooperation with Member States, businesses and global partners to coordinate actions and promote the responsible use of AI in science.

The AI in Science Strategy builds on Europe's commitment to ethical, transparent, and human-centric AI to pave the way for enhanced scientific exploration. It supports the implementation of the AI Continent Action Plan and complements the Apply AI Strategy, with the latter supporting AI adoption and integration across key sectors.
