Policy background
Montenegro participates in the EU Research and Innovation programmes since 2008 and became fully associated member to Horizon Europe in January 2021.
Under Horizon Europe Montenegro is most successful in the Widening programme part, in Marie Skłodowska-Curie Actions, in cluster 5 (Climate, Energy, Mobility) and cluster 6 (Food, Bioeconomy, Natural Resources, Agriculture and Environment). Montenegro is the first country in the Western Balkans implementing a Smart Specialisation Strategy.
