Policy background

Kosovo* participates in the EU Research and Innovation programmes since 2007. Kosovo entities participated 21 times to 19 signed grants of Horizon 2020, receiving 2.6 million euros of direct EU contribution.
Kosovo became fully associated member to Horizon Europe in January 2021. This marks a very positive development that will allow increased cooperation with EU Member States and beyond.

According to the European Commission Kosovo* 2020 Report[1], Kosovo’s research and innovation policy remains underdeveloped. To this end, the Government of Kosovo has made research a priority area, envisaging the establishment of a Research Fund dedicated to researchers, lecturers, professors and medical specialists, where this research will be used as evidence for policymaking.

Kosovo’s structural reform priorities encourage the competitive generation and distribution of knowledge through investing in research and development. Kosovo’s main priority areas in Horizon Europe are in the fields of Energy and Environment, Agriculture Production and Food Safety, Digital Transformation and Medical Research and Public Health.

Examples of international cooperation projects

GOLDENEYE aims at:

  1. Developing new sensing technologies and data integration exploiting Earth observation and Earth GNSS data for mine safety and environmental protection.
  2. Providing new data of the mine sites allowing for satellites, drones and in-situ sensors to collect high resolution data.
  3. Providing an analysis platform to add the new and existing data of the mine sites which can be processed and converted into actionable intelligence for safety, environmental monitoring and overall productivity, allowing more efficient exploration, extraction and closure.
  4. Provides a cloud solution for the mining customers and authorities to extract information of the mining sites creating a compelling value proposition for implementation across the mining industry value chain.
