The Republic of Moldova is a partner country within the Eastern Partnership (EaP) initiative as well as the eastern dimension within the European Neighbourhood Policy (ENP). From January 2012, the Republic of Moldova became an associated member of the 7th Framework Programme. In July 2014, Moldova was the first Eastern Partnership country to become associated to Horizon 2020.

On 27 October 2021, the Republic of Moldova signed the Agreement on the participation in Horizon Europe, the Framework Programme for Research and Innovation 2021-2027. The Republic of Moldova enjoys the status of an Associated Country under Horizon Europe. This status gives Moldovan research entities the possibility to participate in Horizon Europe on equal footing with entities from EU Member States.

At the request of Moldovan authorities in 2015, the Policy Support Facility (PSF) performed a peer review of the Moldovan research and innovation system, which is meant to offer support in improving the design, implementation and evaluation of research and innovation policies. It triggered a wave of reforms in the country. On 9 March 2020, a second targeted request initiated for a PSF support focused on the R&I infrastructures, funding system for public research and links between research and business. The PSF 2020 results are due in the third quarter of 2022. This peer review is expected to feed into the design of future R&I policies of the Republic of Moldova. The next R&I National Programme is planned to cover the 2024-2027 period.

Examples of international cooperation projects

• NanoMedTwin (2018-2022) is part of the Twinning of research institutions. It aims to promote the Smart Specialization Strategy in Moldova through developing the field of nanomaterials for biomedical applications. The promotion of links between the fields of nanomaterials and biomedicine will be performed by enhancing the scientific excellence of the National Center for Materials Study and Testing (NCMST) of the Technical University of Moldova via a collaborative strategic partnership programme with European partners.
• SMARTELECTRODES (2018-2022) is proposing elaboration of advanced systems covered under umbrella of “smart” electrodes which will be involved and play significant roles in several important electrochemical/electrophysical applications as catalysis/electrocatalysis, sensoring, thermoelectrics, electrowinning, electrochemical machining and electrospark alloying. The project aims to develop long lasting collaborations between four academic (Vilnius University, Lithuania; Institute of Applied Physics, Moldova; Northeastern University, USA; Research Institute for Physical Chemical Problems of BSU, Belarus) and two companies (JSC Topaz, Moldova and JSC “Electronics Treatment Technologies”, EPT, Lithuania) and  to develop new electrodes (based on chalcogenides, iron group metals and “technological” electrodes) by well-established institutions.
• CARE (2019-2021) aims at analysing and addressing the human immunodeficiency virus (HIV), tuberculosis (TB) and hepatitis C (HCV) epidemics in the European region, including Russia. The intention is to generate novel research findings based on existing biological material and data, which was already collected by the participating partners, as well as on new samples and data gathered during the project.
