Policy background

Armenia has been included in the European Neighbourhood Policy (ENP) since 2004 and a partner country  in the Eastern Partnership (EaP) since 2009. Negotiations for Armenia’s participation in the EU’s previous Research and Innovation programme, Horizon 2020, were concluded in 2015. In May 2016, Armenia became an Associated Country to the Framework Programme, which gave Armenian researchers and innovators full access to the programme’s funding. Research and innovation cooperation with the EU has significant importance for Armenia and Horizon 2020 was a major instrument boosting its research sector.

Armenia became a fully associated member to Horizon Europe on 11 February 2022 after the Association Agreement had been signed on 12 November 2021. This marked a very positive continuation in the EU-Armenia Research and Innovation cooperation.

Armenia has been working on the recommendations of the 2015 Policy Mix Peer Review of research and innovation, conducted through the 7th Framework Programme (FP7) to advance on the modernisation and competitiveness of its research system. Moreover, Armenia requested a specific support from the Horizon 2020 Policy Support Facility (PSF), which started in April 2019 and was completed in March 2020. The PSF Specific Support to Armenia aimed to provide external advice and operational recommendations to the country's authorities on reforms for the development of a model for evaluating the performance of the public research institutions, the implementation of performance-based funding of research and bridging education and research.

Examples of international cooperation projects

  • NAR-SAR-IPH (2022-2027) improves the research environment in the Orbeli Institute of Physiology (IPH). Under the direction of the selected ERA Chair, new scientific directions are being developed, the existing research areas strengthened and several key structural changes within the institute implemented. The IPH is thus enabled to build upon its existing scientific arsenal and resources to achieve regional leadership in the field of tissue engineering and regenerative medicine.
  • OTTERS (2023-2025) scales up successful Citizen Science (SC) initiatives in the marine and freshwater domains. The project accelerates the co-creation of standards in data collection, semantics, data quality and data management in line with all ethical and legal standards. It also connects the citizen-generated data to other EU-funded projects and portals to ensure accessibility and reuse.
  • REDEMOS (2023-2025) investigates the legacy and potential of democratisation processes in the EU’s eastern neighbourhood, featuring a work package female-led structure. In light of sizeable political changes in the region, the project's vision shifts attitudes beyond an exclusionary focus on values, norms and procedures, to inclusive democratic practices through citizen empowerment.
