Policy background

Argentina and the European Union develop their bilateral relations within the Framework Agreement for Economic and Trade Cooperation of 1990, which establishes the basis for cooperation in foreign trade, economy, agriculture and industry.

Under this framework agreement, specific co-operation agreements have been reached on fisheries (1993), peaceful uses of nuclear energy (1997) and scientific and technological co-operation (1999), which have guided the bilateral relations.

Science and Technology Agreements and arrangements

An Agreement on Scientific and Technological Cooperation between the European Community and the Argentina Republic was signed in 1999, with tacit renewal every 5 years. The implementation of the Agreement is overseen by a Joint Science and Technology Committee. The 13th meeting of this committee took place on 8 June 2022 via video conference: 13th EU-Argentina Joint Science and Technology Committee meeting.

An Administrative Arrangement between the European Commission and the Ministry of Science Technology and Productive Innovation of Argentina on marine research and cooperation signed in 2018 recognises that marine research, including ocean research, is a top cooperation priority.

In 2015 Argentina signed an Implementing Arrangement with the European Commission to provide opportunities for Argentinian Investigators of CONICET to pursue research collaboration with teams led by European Research Council (ERC) grant holders.

On July 13, 2022 Argentina signed the All-Atlantic Ocean Research and Innovation Alliance Declaration at the ministerial meeting of the All Atlantic Ocean Research Forum held in Washington DC.

The EU's Joint Research Centre (JRC) cooperates with Argentina in nuclear energy, agriculture, water, climate, ICT / future internet. Nuclear energy is the area where cooperation with the JRC is most advanced.

Argentina is very active within the regional EU-CELAC (the Community of Latin American and Caribbean States) Joint Initiative for research and innovation. Argentina co-chairs, together with France, the Working Group on bioeconomy and food security.

Areas of cooperation

The main areas of cooperation under the EU-Argentina agreement are:

  • Health (combatting COVID-19 pandemic and research on cancer)
  • Nanotechnology applied to food and agriculture
  • Ocean research

Cooperation and funding opportunities

Horizon Europe is open to the world, which means that participants from all over the world can participate in most calls. The EU can fund the participation in Horizon Europe collaborative research actions of entities established in EU Member States, in countries Associated to Horizon Europe, and in low and middle income countries, including Argentina.

In addition, Argentinian entities are eligible for EU funding through the European Research Council and Marie Skłodowska Curie Actions.

European Research Council

The European Research Council offers grants to researchers in all research domains for frontier research. Argentinian researchers are welcome to apply and if selected are eligible for funding to establish a research group in Europe. Grants are available for researchers starting or consolidating their independent career and for advanced researchers. Synergy grants are also available, where a group of 2-4 Principal Investigators (PIs) may include one PI outside the EU or countries associated to Horizon Europe, to tackle together an ambitious research problem, with all funded by the ERC.

Marie Skłodowska Curie Actions

Marie Skłodowska Curie Actions offer fellowships for post-doctoral researchers from Argentina (and other countries) to spend up to 2 years in a European group – or for European researchers to spend up to 2 years in an Argentinian lab. Also offers opportunities for Argentinian institutions to participate in Doctoral Networks and Staff Exchange consortia (Argentinian institutions are self-funded in Doctoral Networks and Staff Exhange).
