Policy background

The EU-Algeria relationship emphasises close cooperation on democratic reform, economic modernisation, and migration issues.

The Euro-Mediterranean Barcelona process provided the political framework for Algeria-EU partnership. Within this framework, the EU strengthened research and innovation cooperation with Algeria and a science and technology agreement was signed in 2012.

The agreement promotes the opening of European Research Area and European research programmes to Algerian participation. Implementing the agreement remains a main priority of the bilateral cooperation.

Algeria is one of the countries in the European Neighbourhood Policy, member of the EU-MED Group of Senior Officials in research and innovation and takes part in the policy dialogue with the countries of the Union for the Mediterranean and High Level Policy Dialogue with Africa.

Funding opportunities

Horizon Europe is the biggest EU research and innovation programme ever with more than €90 billion of funding available over 7 years (2021 to 2027). It is open to the world, which means that participants from all over the world can participate in most calls. In many cases, the EU will fund at least partly the participation of the international partners.
