Public-private partnerships in energy

Aim of partnerships

Partnerships between the EU and industry intend to bring project results closer to the market and improve the link between research and societal growth.

Public-private partnerships take the form of Joint Undertakings (JUs), Contractual public-private partnerships (cPPPs) or European Technology and Innovation Platforms (ETIPs).

Through these partnerships with the private sector, the EU pools Europe’s resources to tackle the biggest challenges, support competitiveness to deliver high quality jobs, and encourage greater private investment in research and innovation.

Biobased Industries Joint Undertaking

BBI JU connects key sectors, creating new value chains and producing a range of innovative biobased products to ultimately create a new biobased community and economy.

BBI JU brings together stakeholders along entire value chains, covering primary production of biomass, processing industries, and final use.

Clean Sky 2 Joint Undertaking

Clean Sky 2 JU develops innovative technologies to reduce aircraft CO2 emissions and noise levels by 2050.

The partnership brings together SMEs, research centres universities and industry, creating a very wide and innovative network. It has more than 600 participating entities in 24 countries.

Fuel Cells and Hydrogen Joint Undertaking

FCH JU is a public-private partnership between the European Commission, Europe's fuel cell and hydrogen industry and research organisations

Its aim is to accelerate the market introduction of fuel cell and hydrogen energy technologies in Europe to help achieve a carbon-clean energy system.

SESAR Joint Undertaking

SESAR JU is developing solutions to fundamentally change air traffic management in Europe. 

The partnership brings together over 100 separate organisations - airport operators, air navigation service providers (ANSPs), manufacturers and industry - to deliver on a Single European Sky.

Shift2Rail Joint Undertaking

Shift2Rail JU brings together industry, SMEs and research centres, aiming to help create a Single European Railway Area.

The partnership drives advanced research and innovation solutions that deliver more competitive and resource-efficient European rail.

Contractual public-private partnerships (cPPPs)

Contractual Public-Private Partnerships (cPPPs) enable interested industry and the EU to work together in a partnership that is built on a 7 year strategic roadmap.

cPPPs help to tackle societal challenges, including climate change, and to support energy and resource efficiency, and to boost digital innovation and security. 

They also have an impact on the the global technical lead of European based industry, economic growth and creation of new high-skilled jobs in Europe.

The EU contributes financially - with €7.1 billion in Horizon 2020 - while the industry is also committed to leverage further investments in research and innovation, work on cutting-edge technologies and ensure the competitive edge of the European industry.

European Green Vehicle Initiative (EGVI)

EGVI brings together 82 members from industry, research institutes and academia. It aims to accelerate the research, development and demonstration needed to transition to greener road transport and boost the innovative strength and competitiveness of the European economy.

Factories of the Future (FoF)

Factories of the Future brings together organisations active in production technologies research, development and innovation.

FoF aims to strengthen Europe’s industrial competitiveness and sustainability.

Sustainable Process Industry through Resource and Energy Efficiency (SPIRE)

SPIRE brings together 150 organisations representing industry, research, and industry associations.

It defines the strategic directions to help drive innovation in resource and energy efficiency in the European process industry at technology level and at political level.

Energy Efficient Buildings (EeB)

The EeB PPP promotes and supports research and innovation to reduce the energy consumption and CO2 emissions for new and retrofitted buildings across Europe.

It brings together the whole value chain from innovators to citizens, integrating different industries.

European Technology and Innovation Platforms (ETIPs)

ETIPs are industry-led communities that develop and implement the SET Plan priorities.
Each ETIP promotes the market uptake of key low-carbon energy technologies by pooling funding, skills, and research facilities.

ETIP BatteRIes Europe

brings together the different battery industry actions and stakeholders to discuss, and agree upon common research and innovation priorities.

ETIP Bioenergy

developing cost-competitive, innovative world-class bioenergy and biofuels value chains, healthy industry and accelerating the sustainable deployment of bioenergy in the EU.


contributes to position wind energy as a strategic industrial sector for Europe, informs policymakers across Europe on the sector’s research priorities and to aligns wind energy research and innovation activities.

ETIP Deep Geothermal

brings together industry, academia, research centres, and sectoral associations. It covers the deep geothermal energy exploration, production, and utilization value chain and aims to reduce social, environmental, and technological costs.

ETIP Ocean Energy

brings together knowledge and expertise, proposing solutions to accelerate the development of the ocean energy sector and set it along the pathway to industrialisation.

ETIP Photovoltaic

supports solar PV for the benefit of the climate and economy, and to meet the UN Sustainable Development Goals. It envisions a world with 100% renewable electricity supply where electricity is accessible to all.

ETIP Renewable Heating and Cooling

brings together biomass, geothermal, solar thermal and heat pump stakeholders to increase the use of renewable energy technologies for heating and cooling. RHC-ETIP aims at consolidating Europe’s leading position in the sector. 

ETIP Smart Networks for Energy Transition

links policymakers, industry, academia and the general public to set out a European vision for research and innovation in smart networks, storage and integrated systems for the energy transition.

ETIP Sustainable Nuclear Energy

unites over 100 members from industry, research and safety organisations, universities and non-governmental bodies sharing a common interest in developing safe and sustainable nuclear power. It promotes and coordinates research activities in the field of nuclear fission.

ETIP Zero Emission Fossil Fuel Power (ZEP)

brings together stakeholders united in their support for CO2 Capture and Storage (CCS) as a key technology for combating climate change.
