Stakeholder consultation on the future Guiding Principles for Knowledge Valorisation

The Commission consultation on the future Guiding Principles for Knowledge Valorisation constitutes an important input for co-creating a modern knowledge valorisation policy as part of the new ERA for Research and Innovation.

The consultation was carried out from July to September 2021. Stakeholders confirmed the need to adapt existing guidance to a more complex research and innovation ecosystem. This would require to take into account the wide diversity of valorisation actors and channels and to address a broader range of aspects that go beyond the scope of the 2008 Commission Recommendation on the management of intellectual property in knowledge transfer activities.

The European Commission received 437 replies and 24 position papers from 24 Member States, EEA and other countries to the consultation. The respondents represent a wide range of stakeholders: 48% single organisations such as universities, RTOs, SMEs, large companies, civil society organisations or public authorities; 45% individuals, including researchers, technology transfer experts, entrepreneurs, citizens or students; and 7% umbrella organisations for universities, technology transfer professionals, research organisations, companies or civil society.

Some salient points of the consultation results:

  • Take into account all players involved in the knowledge valorisation landscape, going beyond the traditional players addressed in the 2008 Recommendation
  • Reflect variety of valorisation channels in the future Guiding Principles and consider a broad range of tools
  • Address areas, such as industry-academia collaboration, research-driven spin-offs and start-ups, IP management, and knowledge transfer support. Also address new elements, not yet covered in the 2008 Recommendation, such as scientific advice for policy, open science and digital platforms
  • Strengthen skills, training and expert support for knowledge valorisation
  • Improve awareness raising of knowledge valorisation early on in the R&I process
  • Change the culture and enhance entrepreneurial skills to move away from adversity of risk
  • Work on the incentives for researchers to engage with industry and society
