Foresight in support of the EU Missions

The mission approach aims to combine and direct different resources and actors towards a common goal. In a world of increasing global challenges, missions are becoming a key element of transformative R&I policy.

The Commission has launched five EU Missions that are a new instrument under Horizon Europe to deliver solutions to key global challenges by 2030.  The launch of the EU Missions has followed the advice of the Mission Boards.

The Mission Boards worked with independent studies and foresight, which provided advice on trends in the respective areas, elaborated scenarios on alternative futures, scanned horizons, and raised awareness on weak signals and emerging new knowledge and technology. The foresight reports aimed at helping the Boards imagine how the future may evolve and how to shape it.

Jean-Eric Paquet, Director-General for the European Commission’s Directorate General for Research and Innovation said:

I am confident that the comprehensive material, creative ideas and exciting examples in the Mission Foresight Reports will prove useful to all those engaged in the EU Missions.

Background

Strategic Foresight in the European Commission uses the expertise of Europe’s Research Community, including the Joint Research Centre, to strengthen the preparedness of EU institutions and policies for alternative future scenarios. It involves long-term broad horizon scanning studies and reflections on trends and disruptions, as well as more focused, near-term exercises aiming to use the multiple likely, plausible futures to create better policies. Foresight and future-oriented R&I are important in Horizon Europe, the new EU research and innovation programme.
