First meeting of the EU-Moldova Joint Research and Innovation Committee under Horizon Europe

The first meeting of the EU-Moldova Horizon Europe Joint Research and Innovation Committee took place in Chisinau on 12 September 2022, under the co-chairmanship of Ms. Anne Haglund-Morrissey, Deputy Head of the Horizon Europe Association Unit, European Commission’s Directorate-General for Research and Innovation, and Ms. Nadejda Velisco, State Secretary, Ministry for Education and Research of Moldova. The meeting was hosted by the Moldovan National Agency for Research and Development, under the leadership of Ms Olga Tagadiuc, Director-General.

The Moldovan co-chair reiterated Moldova’s commitment to support the performance of its researchers and entities in the new Horizon Europe programme. The EU co-chair emphasised its continued support, both technically and financially, to facilitate the participation of Moldovan researchers and research entities in Horizon Europe calls. The EU side welcomed the positive trend of the Moldovan participation in the Framework Programme i.e. the current 28.3 % success rate in Horizon Europe. It further recalled the European Research Area Policy Agenda, the European Innovation Agenda and Europe's Global Approach to Research and Innovation, and invited Moldova to actively participate in relevant activities. The EU side encouraged Moldova to play an active role in the ERA Forum and stressed the importance of “widening” measures and policies to increase Moldova’s participation in Horizon Europe.

The Parties took stock of Moldova’s performance in Horizon 2020 and highlighted some lessons learned. They further discussed the network of the National Contact Points, the national measures to support R&I in Moldova, the principle of reciprocity, the recent statistics of Moldova’s participation in Horizon Europe, and the ongoing Policy Support Facility review. The meeting also discussed the participation opportunities in specific Horizon Europe actions such as Widening, the European Innovation Council, Missions and Partnerships, the European Research Council, the Marie Sklodowska-Curie Actions (MSCA), and the Joint Research Centre actions.
