The 4th EU-Algeria Joint Committee on the Scientific and Technological Cooperation

On 30 November 2020, the 4th meeting of the EU-Algeria Joint Committee on the Scientific and Technological Cooperation took place. The meeting was co-chaired by  Nienke Buisman, Head of Unit Asia, Africa, Middle Orient & External Affairs, DG Research

The Euro-Mediterranean Barcelona process provided the political framework for Algeria-EU partnership. Within this framework, the EU strengthened research and innovation cooperation with Algeria and a science and technology agreement was signed in 2012. An EU-Algeria Joint Committee has been established with the aim to implement the S&T cooperation agreement.

Views have been exchanged on the further implementation of the bilateral S&T agreement, signed in 2012 underlining the importance of EU-Algeria cooperation.

The potential of Algeria in terms of research and innovation was mentioned. One of the main ideas to be explored is on how to support the enhancement of participation of Algeria in the next Framework Programme for Research and Innovation Horizon Europe, in particular, to support researchers in applying for calls.

The Communication of the Global Approach in Research and Innovation, Education and Youth, to be adopted early 2021, and the Communication on a new European Research Area adopted in September 2020, were presented and it was recalled that the EU will seek to strengthen its cooperation in multilateral platforms and with strategic partners, such as in the EU Neighbourhood, in research areas such as health, digital and climate transitions.

In the context of the Union for the Mediterranean Regional Platform for Research and Innovation, co-chaired by DG RTD of the EC and the Higher Council for Science and Technology from Jordan, Algeria has appointed a senior official, Mr. Tahar Sahraoui, Director of Studies, General Directorate of Scientific Research and Technological Development, Ministry of Higher Education and Scientific Research, to participate in strategic deliberations on future priorities and modalities of implementation. Three priority areas have been chosen by current senior officials for the coming years: climate change; health; and research on renewable energies.

The following points were discussed at the meeting: the Partnership for Research and Innovation in the Mediterranean Area (PRIMA); the initiative aims to advance a shared vision for a more healthy, productive, resilient, better known and valued Mediterranean Sea (BLUEMED); Health and Covid-related research; (Health); Marie-Sklodowska-Curie Actions (MSCA) and ERASMUS+ ; finally the Africa topic (demonstration projects in renewable energy) of the Green Deal Call was presented as an important opportunity for Algeria to get involved.
