11th EU-Mexico S&T Joint Steering Committee meeting

The Ministry of Science, Humanities, Technology, and Innovation and the European Commission jointly attended the 11th Meeting of the Joint Steering Committee, held on November 21st, 2025 in Mexico City. 

The meeting was chaired by Violeta Vázquez-Rojas, Undersecretary of Science and Humanities on the Mexican side and by Ms. Signe Ratso, Deputy Director-General, Directorate-General for Research and Innovation on the EU side.

Both sides welcomed the renewal of the EU-Mexico Agreement for Scientific and Technological Cooperation, which has played a key role for enhancing dialogue and cooperation between the two sides. 

They  reaffirmed their commitment to developing common principles and  suitable framework conditions  to create a level playing field for researchers from Mexico and the European Union to cooperate   on the basis of trust.  They also underlined the importance  of establishing a   co-funding mechanism, within budgetary possibilities to facilitate the participation of Mexican institutions and researchers   in the EU framework programmes  .

Cooperation in thematic areas

- migration and social inclusion, where research can contribute to more knowledge-based policy approaches;

- sustainable urban development and climate-neutral cities, in line with the Urban Transitions Mission (UTM);

- semiconductors, which remain crucial enablers for digital clean tech for better performance, more functionality and smaller footprint across applications such as AI, energy, automotive, health etc.

- artificial intelligence (AI), which is reshaping how we do science. The EU is looking forward to working with Mexico and other partners to share best practices and build a globally aligned, ethical, and inclusive approach to AI in science.

 - health research on non-communicable diseases such as cardiovascular diseases, cancer, diabetes, chronic respiratory diseases and brain disorders as well as increasing cooperation in context of the Global Alliance for Chronic Diseases, which can enhance Mexico's capacity to respond to infectious disease threats and strengthen ties with research funders worldwide.

Research and Innovation growth 

Representatives agreed that an important way to stimulate R&I is to provide researchers with opportunities for skills and career development, within and outside academia, both at doctoral and post-doctoral level as well as to support organisations in the development of excellent international doctoral networks and collaborative research projects under the Marie Skłodowska-Curie Actions. 

 Additionally, programmes like Erasmus+ are essential to stimulate the international mobility of students and academic staff and develop capacities and long-lasting international partnerships.

The parties agreed to convene the next meeting of the Joint Steering Committee in 2027 in Brussels.
