Partnerships in Horizon Europe
The aim of European Partnerships with EU and associated countries, the private sector, foundations and other stakeholders is to deliver on global challenges and modernise industry.
The initial list of candidate European Partnerships in Horizon Europe is found in Annex 7 of the Orientations towards the first Strategic Plan for Horizon Europe.
The following are the partnerships in the area of climate, energy and mobility.
European Partnership accelerating farming systems transition: agroecology living labs and research infrastructure
The partnership aims to structure and support a network of living labs and research infrastructures accelerating the transition towards agroecology throughout Europe. It will provide spaces for long-term, site-specific, multi-stakeholder and real-life experimentation, and deliver ready-to adopt practices that support farmers in understanding and implementing agroecological practices at the scale needed for positive economic, environmental and social impacts.
By 2030, the ecosystem around agroecology will be better connected at EU level, knowledge of agroecological processes will boost uptake of agroecology by farmers and the environment and the social performance of farming will be improved.

European Partnership for Animal Health and Welfare (PAHW)
The partnership aims to deliver key knowledge, services and products to significantly improve the control of animal infectious diseases and animal welfare in a coordinated way which will sustain animal production and protect public health. It will involve reference laboratories, funding agencies and cooperate with the private sector.
By 2030, programmes will be further aligned, the animal health and welfare research and innovation ecosystem will be stronger, improving preparedness and providing additional solutions to prevent, detect and respond to priority infectious animal diseases, fight antimicrobial resistance, and improve animal welfare.

European Partnership for Agriculture of Data
This partnership will support sustainable agriculture in the EU as well as policy monitoring and implementation by using digital and data technologies in environmental observation.
The partnership will generate EU-wide data sets and information through combining geospatial and Earth observation datasets and employ data technologies to provide solutions to the agricultural sector allowing for more efficient, environmentally friendly, and profitable production and strengthen monitoring capacities across policy fields.

European Partnership for rescuing biodiversity to safeguard life on Earth
The objective of the initiative is to provide an overarching platform connecting national, local and European research and innovation programmes and combining in-cash and in-kind resources in support of one goal - by 2030 biodiversity in Europe is back on a path of recovery.
It co-develops multidisciplinary research and innovation programmes with stakeholders, setting up a European network of harmonised observatories for biodiversity monitoring, providing evidence base for nature-based solutions development and deployment, as well as implementing a broad range of activities to increase the relevance, impact and visibility of EU research and innovation in tackling the biodiversity crisis in line with the EU Biodiversity Strategy for 2030.

European Partnership for a climate neutral, sustainable and productive Blue Economy (SBEP)
The proposed partnership will enable a just and inclusive transition to a climate-neutral, sustainable and productive blue economy through key intervention areas providing for a healthy ocean, the wellbeing of citizens, and a blue economy that is in harmony with nature and whose benefits are distributed fairly.
The SBEP targets the Green Deal and Digital Europe objectives and contributes to the Global Earth Observing System, by mobilising relevant quadruple helix stakeholders who will co-create and co-deliver knowledge-based solutions and innovative governance models, and by combining financial resources for joint transnational calls and resources for other activities.
The integration of sea-basins initiatives and strategies will ensure that impact is delivered at local, regional, national and international levels.

European Partnership for Safe and Sustainable Food Systems
The partnership will coordinate, align, and leverage European and national R&I efforts to future-proof food systems for co-benefits through an integrated and transdisciplinary systems approach, and provide solutions to the Farm to Fork strategy. The Partnership will provide the scientific evidence, as well as the collaborative experience among practitioners and citizens, to support the transformation of local, national, European and global food systems.
The objective of the partnership is ‘to collectively develop and implement an EU-wide committed research and innovation partnership to accelerate the transition towards healthy diets that are safe and sustainably produced, and consumed in resilient EU and global food systems’.

European Partnership for a Circular bio-based Europe
The objective of the initiative is to produce major contributions to the climate targets by 2030, pave the way for climate neutrality by 2050, and increase sustainability and circularity of production and consumption systems in line with the European Green Deal.
It aims to develop and expand the sustainable sourcing and conversion of biomass into bio-based products focusing on multiscale biorefinery processing and apply circular economy approaches such as utilisation of biological waste from agriculture, industry and municipal sectors. It also aims to deploy bio-based innovation at regional scale with the view to revival of rural and marginal regions.
The partnership was established by the Council regulation (EU) 2021/2085 of 19 November 2021

European Partnership water security for the planet (Water4All)
The objective of the initiative is to boost systemic transformations across the entire water research – innovation pipeline, fostering the matchmaking between problem owners and solution providers.
It proposes a portfolio of multi-national, multi-faceted and cross-sectoral approach, encompassing policy, environmental, economic, technological and societal considerations to enable water security for all on the long term.
By 2030, it intends to achieve reduced water stress, increased protection of water resources and ecosystems and enhanced resilience, mitigation and adaptation of water systems to global changes.
