Releasing new STI policy evidence
The 2025 STIP Compass Data Launch will unveil and promote the latest dataset on science, technology, and innovation (STI) policies, now available on the STIP Compass Portal.
This release presents the most comprehensive coverage to date, featuring over 8,700 STI policy initiatives from 63 countries and the European Union. Designed for policymakers and analysts, the STIP Compass Portal continues to evolve, expanding its thematic coverage and introducing new ways to explore and interact with policy data.

STI Policy for Strategic Autonomy – Building and Sharing the Evidence Base. The twin green and digital transitions are transforming STI policy agendas across the European Commission, the OECD and partner economies. Strategic autonomy - spanning technological sovereignty, industrial capacity and the governance of critical infrastructures - has become a central concern, particularly in fields such as AI, semiconductors, quantum and biotechnology. Against this backdrop, our panel will bring together diverse experts to discuss how international evidence, including from the STIP Compass, can help countries respond to these fast-moving geopolitical and technological shifts, identify gaps in the evidence base, and strengthen collective learning for more resilient STI systems.
The role of the STIP Compass
The STIP Compass offers an unparalleled, harmonised mapping of national STI policy initiatives, drawing on inputs from more than 60 countries and the EU. In the context of strategic autonomy and critical technologies, it enables policymakers to explore the diversity of emerging approaches and compare policy mixes. While it does not directly measure policy impact, it supports informed debate on the design of policy instruments, the alignment of resources with strategic objectives, and the development of a vibrant stakeholder community. The panel will also consider how to further grow this community to directly support policy dialogue and knowledge co-creation across countries and regions.
The STIP Compass is a joint initiative by the European Commission and the OECD that collects in one place qualitative and quantitative data on national trends in STI policy. Its primary data source is the biennial STIP Survey completed by government officials working in the STI domain.
